Services & Forms
Water/Sewer Bills
- Our Water/Sewer billing periods are 6 months.
- Bills are sent out every March and September, usually in the middle of the month.
- All of our water/sewer bills carry a minimum fee of $300.00.
- All bills are due within 61 days to avoid a Water Shut-Off Order.
- Late fees are charged after 31 days from the bill date and are 10% of the original bill amount.
- The Water Shut-Off date will be posted on this website and on our Facebook page once the Village Board has selected it.
- If your water gets shut off, you will be charged a $75.00 Water Turn-On Fee that must be paid in addition to the bill plus the late fee in order to have it turned back on.
- Payments can be made by check, money order, or with a credit/debit card with a 1% fee.
- Payments can be made in person, by mail, or over the phone.
- If you would like to have a card on file that gets charged as soon as the bills come out, please call the Village Clerk.
Tax Collection
- Our Village tax bills come out on June 1st every year.
- Bills can be paid anytime between June 1st through November 1st, with a late fee schedule given at the bottom left corner of the bill.
- Payments can be made by check, money order, or with a credit/debit card with a 1% fee.
- Payments can be made either in person, by mail, or over the phone.
- After November 1st, any unpaid bills will be sent to the County for relevy onto the Town & County taxes.
- If sent to the County, your bill can no longer be paid through our office. You will need to contact the Montgomery County Real Property Tax Service Agency to see how you can pay your bill. Please click the link below for the contact information.
- At this office, we do not have any part in the creation, printing, or mailing out of the Village tax bills. This process is handled by the County. If you notice an error on your bill, or if the mailing address listed on the bill is wrong, you will need to contact the Montgomery County Real Property Tax Service Agency to get it corrected.
- Only Village taxes can be paid through this office. Your Town & County taxes will need to be paid through the Town Clerk and your school taxes will need to be paid through the school. Your payment options for those places will be listed on those bills.
- Any questions about assessment and exemptions can be answered by the Tax Assessor Leigh Anne Loucks. Please click the link below for her contact information.
Community House Rentals
The Community House is available to be rented out for parties, meetings, or other such gatherings. There is a $100.00 up-front fee that includes the $50.00 rental fee and the $50.00 cleaning/key deposit. As long as the Community Room has been properly cleaned, the tables and chairs have been put back in their original states, and the key has been returned to the Village Clerk, the $50.00 cleaning deposit will be refunded back to you.
Please check the calendar to see if the date you wish to rent the Community Room is available, or you can call the Village Office at 518-568-2221. If the date you want is available, you can fill out Request Form linked below and either mail it to the Village Office or email it to clerk@sjvny.org. Payments must be made at least 48 hours prior to the event. If we have not received your payment by then, you will not be allowed to use the room.

Garage Sales
Any person who wishes to have a garage sale must first apply for a permit. The fee for a Garage Sale Permit is $5.00 and the license covers a period of up to TWO WEEKS. After two weeks, you will need to either apply for another Garage Sale Permit, or apply for a Vendor Permit if deemed necessary. Once payment has been received and the application is approved, you will be issued a permit complete with the clerk's signature and the Village seal. The permit must be prominently displayed during the event.
Please note that during the Village Wide Garage Sales, you do not need to fill out an application or pay the fee. Instead, you can call the Village Office and your name and address will be added to a list that will be posted and advertised on both this site and FaceBook.

Death Certificates & Birth Certificates
The Village Office retains copies of death certificates for any person that has died within the Village limits. If you are in need of certified death certificates for a family member or relative, you will need to fill out an application and prove relation to the deceased person in order to do so. This is generally proven with certified birth certificates showing yours and your parents' names, or with a marriage certificate showing yours and your spouse's name. You will need to submit $10.00 for each certified death certificate. Copies will be certified and turned over AFTER relation has been proven and the payment and application have been submitted.
For death certificates from 2020-2024, please call or email the office at least 24 HOURS PRIOR TO the day you wish to come in. For death certificates from years prior to 2020, please give at least a 48 HOUR NOTICE PRIOR TO the day you wish to come in.
If you're looking for historical birth records, the only copies that we have in our office are ones that have been recorded in the registrar books. If you're in need of certified copies of those records, we will make a photocopy of the record from the book, stamp it with our Village Seal, and certify it on the back with one of the clerk's signatures. As with death records, you will need to fill out an application, prove relation, and pay the $10.00 certification fee.
Please give at least a 48 HOUR NOTICE PRIOR TO the day you wish to come in for all certified birth records.
Cemetery Lots & Deeds
- The Village owns and manages Prospect View Cemetery, located next to the Oppenheim-Ephratah-St. Johnsville High School on Center Street.
- Grave sites and lots are available to purchase through the Village Office.
- Gravesite charges are as follows:
- Single Grave Lot: $500.00
- Two Grave Lot: $1000.00
- Three Grave Lot: $1500.00
- Four Grave Lot: $2000.00
- Five Grave Lot: $2500.00
- Six Grave Lot: $3000.00
- If you would like to purchase a site or lot, you will need to first contact the Cemetery Supervisor, William Vicciarelli, to set up a visit to the cemetery to determine the site you would like to purchase. Mr. Vicciarelli is also the DPW Supervisor and can be reached at the DPW Garage at 518-568-2225.
- Once the site and section has been determined, you can come into the Village Office and pay for the site.
- If this is your first time buying a cemetery lot, you will also need to pay for corner markers which is an additional $60.00.
- Once the lot and the corner markers have been paid for, the Village Clerk will write up a deed for the lot which will be put in the buyer's name and shows them as the legal owner of the lot and grave sites. The deed will be signed by the Village Mayor, or Deputy Mayor if unavailable, and notarized. The original will then be sent to the buyer by mail and a copy will be kept on file in the Clerk's Office.
