Codes Enforcement
The Code Enforcement Officer enforces the New York State Building and Fire Code within the Village of St. Johnsville and also ensures that all local zoning and planning laws are enforced, issues building permits, makes periodic and final inspections, and will issue a certificate of compliance or a certificate of occupancy when work is completed to code. Building Permits
The Village of St. Johnsville requires that a Building Permit is to be issued for any work that must conform to the Uniform Code and/or the Energy Code of New York State. This includes, but is not limited to, the construction, enlargement, alteration, improvement, removal, relocation, or demolition of any building or structure, or any portion thereof. A permit is also required for the installation of a solid fuel burning heating appliance, chimney, or flue in any dwelling unit.
To obtain an application, you can either come into the Village Office or click the link below to print it out yourself. If you are hiring an outside contractor to do the work, a Certificate of Liability Insurance from said contractor must be included with your application. A permit cannot and will not be issued by anyone other than the CEO. If work is started on a project without getting a permit issued by the CEO, a "Stop Work Order" will be placed upon the residence and a citation may be issued. If you're unsure whether the work you wish to do requires a permit, you can call the Village Office at the number at the top of the page to speak with the CEO.

Codes Complaints
If you feel that any property within the Village is in violation of the NYS Uniform Code, is unsafe and could cause harm to any passersby or anyone attempting to enter such property, is not in compliance with the Village's property maintenance laws, or work is being done without a permit, you can fill out a Codes Complaint form. The Codes Officer is responsible for investigating any complaints that are made against a property or property owner and a formally written complaint allows for a stronger case against the owner for any violations that are found. Municipal & Zoning Code
If you would like to view the Village's complete Zoning Code, please click the link to below. We also have the Village's Zoning Map available for you to view. This map is used to indicate which zoning district a property is located in. These districts are Residential (R-1, R-2, and R-3), Commercial (C-1 and C-1A), and Manufacturing (M-1 and M-1A). As defined in the Zoning Code, according to whatever district your property is located in, there are certain permitted and restricted uses that district allows. We've also uploaded a copy of Local Law No. 2 of 2010 which was created to expand on the Village's classification, permitted uses, and restrictions in the C-1 district.
