FOIL Requests
New York State Public Officers Law, Article 6 Section 84:
"The legislature hereby finds that a free society is maintained when government is responsive and responsible to the public, and the public is aware of governmental actions."
The St. Johnsville Police Department and Village of St. Johnsville have established a procedure to comply with this legislation. To request specific, detailed information and departmental records, you must submit a FOIL Request form. The only departmental records that will be provided upon request directly from the St. Johnsville Police Department will be to crime victims, parties involved in a motor vehicle accident (MVA-104a), and victims of domestic violence (DIR reports). All other requests must be directed to the Village Clerk.
Please note: Under NYS law, these departments have 5 business days to respond to the request. Please plan accordingly if records are required for a court appearance, etc. If there are issues of privacy or confidentialilty, your request may be denied. Also, please be aware that if your request requires that a large amount of paperwork be copied, you may be charged a fee.
Large Event Permit
The Village of St. Johnsville, in accordance with the Village Department of Public Works, Fire Department, and Police Department, requires that any event that expects an attendance of 300 or more people to get a Large Event Permit. You do not need to obtain a permit if your event will have less than 300 people in attendance. However, you may still need to get permission to hold the event in the case you are looking to use Village-owned property, like the park or the baseball field for example.
If you will need a permit, you can click the link below to download a blank application or you contact the Village Clerk to get one. You must submit your application at least five (5) business days prior to your event date. This is to ensure that the Police Chief, Fire Chief, DPW Supervisor, and Village Mayor have time to review your application and approve any closure of streets, serving of alcohol, restroom accomodations, etc. If your application is submitted any later, you may be subject to a denial and will be unable to hold the proposed event.
If you plan on having alcohol served at your event, you will need to first obtain an Off-Premise Permit from the NYS Liquor Authority. If you do not obtain this permit, you will not be able to serve alcohol at your event. In addition to this, you may also need to have liability insurance for the event. Whether this is needed or not will be determined by the officials listed above.

Winter Parking Ban & Parking Permits for Community House
- The Winter Parking Ban is every year from November 1st - March 31st.
- During the ban, vehicles are prohibited from parking on the streets overnight from 2:00am - 6:00am.
- Any vehicles found parked on the street during the ban may be ticketed by local, County, or State police.
- This ban is put into place to ensure that the streets are clear for the County and the Village DPW to plow and/or salt the roads throughout the winter months.
- Even if there is no snowfall or expected snowfall, you must find off-street parking otherwise you risk receiving a ticket.
- You can look to the Village Facebook page or our News and Updates page on this website for notices from the Village Police and DPW on whether the ban will be put into effect later than November 1st, or if the ban will end earlier than March 31st. Do not assume the ban has been shortened because of a lack of snowfall. Please look to the aforementioned sources for official notification.
- If you would like to park your vehicle in the Community House parking lot, you must have a permit.
- There is no fee for a perking permit, but you must have one if you want to park in the Community House lot.
- Parking permits can be acquired through the Village Clerk. You must fill out an application, complete with detailed information about your car and a workng phone number so that we reach you in case we need you to move your vehicle out of the lot. You will receive a tag from the clerk which must be prominently displayed either on the front dashboard or you rear-view mirror.
- Tags WILL NOT be traded from car to car. If you get a new car, you must fill out a new application and receive a new tag from the Village Clerk.
- Tags also WILL NOT be carried over from year to year. Every year, you must fill out a new application and receive a new tag from the Village Clerk. This is to ensure that we have the correct information should we need to contact you about your vehicle.
- Any vehicle found parked in the Community House lot without a tag/permit will be ticketed by the Police.
