Building Permits
Building Permits are required for any work which must conform to the Uniform Code and/or the Energy Code, including, but not limited to, the construction, enlargement, alteration, improvement, removal, relocation, or demolition of any building or structure.
If you are not sure if you need a building permit for the work you would like to do, please contact the Code Enforcement Officer before commencing any work. Anyone found to be doing work that requires a building permit, or is being conducted in a dangerous or unsafe manner, will be issued a STOP WORK ORDER.
The Code Enforcement Officer has 10 business days to review and approve or deny any Building Permit Application he receives. Do not wait until the day that you would like to begin work as your application MUST BE APPROVED before any work commences and your application is NOT guaranteed to be approved that same day. If you start work without approval, the Code Enforcement Officer can and will issue citations and tickets.
The fee for the application is determined by the overall cost of the project. Please refer to the "Fees" document on the left.
If you are hiring a contractor to do the work, you will need to provide a copy of their liability insurance that lists the Village of St. Johnsville as the Certificate Holder. You must provide this certificate, or a waiver of insurance, otherwise your application will not be approved.
Once your application has been approved, the issued Building Permit must be displayed visibly at the work site until the authorized work has been completed.
You will have six (6) months to complete the work detailed in the approved permit. If work is not completed within those six months, you will need to submit a renewal/extension application and pay a $10.00 fee.
If at any point a change needs to be made to the provisions of the work you are doing, you will need to notify the Code Enforcement Officer immiediately who will then determine if an amended or new Building Permit application is required. No change shall be made until the Code Enforcement Officer has made his determination.
For more information on Village Code Enforcement and Building Permits, please refer to Local Law No. 1 of 2019 that provides for the administration and enforcement of the New York State Uniform Fire Prevention and Building Code of the Village of St. Johnsville.
Blank building permits can be picked up a the Village Office or downloaded through the link on the left.
Codes Complaints
If you feel that a property is in violation of the Village Municipal Code, you can fill out the Codes Complaint Form to make a formal complaint against the property/ property owner. The Village Codes Officer asks that you do this so that he has a written history of violations against the property and the owner in the case that the violations get taken to court for not properly being remedied.
Please use the link to the left to download the complaint form and fill it out with as many details as you can. If you would like to include pictures, you can do that as well. Once you've filled it out, you can either email the completed form, along with pictures if you want to include them, or bring it in to the office.
